Leadership is essential when you want to capture buildings. It takes 4 leadership points to capture a city and 1 to capture a village/harbor/military zone /resource zone. Capturing a league city doesn't require any leadership points.

Leadership is represented by the little white flag.Two numbers respectively represent your used leadership points and current total leadership points.The maximum number of leadership points is 104.
