Thanks for contacting World Warfare Support.

Click on  the Quartermaster Dept in a league city and then choose Transport. Select your city as destination, select armament you want to distribute and then distribute the transport. 

Make sure the league transport won't be attacked or you will lost part if not all of these armaments.
