You actually have to first build a Commercial Center, refresh your game a few times, and the motorized infantry will then show up there. Purchase the armaments from the Commercial Center with diamonds and then you can train them in your Army Base, for as long as you have enough of the armaments.

Bes sure to produce the resources necessary to build the armaments for the motorized infantry within your Munitions Factory.
